Project overview
Our client needed a standardized change management framework in ServiceNow featuring an independent technical peer review, a sequenced decision path (T-CAB → CAB) and a governed deployment pipeline. The objective was to shorten decision lead times, reduce implementation risks and increase process compliance and transparency.
Client background
A provider of secure managed cloud services for organizations with high security requirements. The company’s offer, including cloud solutions, outsourcing, managed hosting, Pentesting, Red Teaming and Agile Security, supports government agencies, municipalities and financial institutions with their digital transformations.

Goals
The goal of the project was to establish a standardized change management framework in ServiceNow to shorten decision lead times, reduce implementation risks and increase end-to-end transparency and policy compliance, while also minimizing the change failure rate (CFR) and the share of emergency changes.

Results
Increased process efficiency
The new framework accelerated decision-making, reducing median time to CAB from 48 hours to 28 hours and the median CAB decision cycle from 2.5 to 1.75 days.
Improved change quality and stability
The solution led to a more stable environment by reducing the change failure rate from 13.8% to 10.5% and decreasing the share of emergency changes from 21% to 15%.
Improved process adherence
The solution greatly improved compliance, with deployment process adherence rising from 40% to 68% and CAB attendance increasing from 68% to 81.5%.
Greater governance
Governance was enhanced through increased peer-review coverage, which surged from 0% to 80%, and a new 14% share of standard changes.
